Born in Tredegar, Monmouthshire, South Wales in 1897.

As a boy he played in the Tredegar Town Band and local Salvation Army Bands. At the funeral of William Booth, founder of the Salvation Army, he was the youngest band memeber. When the first world war started Powell joined the Royal Marines and was stationed with their band at Portsmouth.

After leaving the Royal Marines, Powell returned to South Wales and was appointed conductor to the Melingriffith Works Band. He was associated with the band for over forty years.

Powell was awarded the Iles Medal in 1959.

Thomas James Powell died while conducting the Cory Band during live radio broadcast in 1965.
